The land for the project is under the ownership of GPCL. GPCL is the co-promoter to this project.
Tata Consulting Engineers (TCE) has been retained as technical consultants and they have prepared the tender for selection of the EPC contractor for the project. GPPC had floated the tender in October - 06. Twelve reputed companies had purchased the tender documents. Finally, two companies namely BHEL and L&T, submitted the offers. Bharat Heavy Electrical Limited (BHEL) has emerged as the lowest bidder.
EPC contract was signed with BHEL on February 08, 2008. The construction of the project shall commence in the month of April – 2008. First Unit of 351 MW shall be commissioned by September - 2010 and second unit of 351 MW by December - 2010. The latest high efficiency advance class gas turbines shall be installed for the higher efficiency and reliability of electricity generation.
The advance payment of about Rs. 220 Crores is made to the EPC Contractor (BHEL) on March 29, 2008.
The entire requirement of the debt for the project has been tied up with Rural Electrification Corporation (REC)). The loan agreement was signed with REC (financial closure) on January 24, 2008.
GUVNL has consented to buy 100% power generated by the power plant. The “Power Purchase Agreement (PPA)” was signed between GPPC and GUVNL on February 22, 2008.
The “Gas Supply Agreement (GSA)” and “Gas Transportation Agreement (GTA)” have been signed.
As this project is environment friendly, clean project as compared to the coal or lignite based power projects, GPPC has also initiated process to register the project with UNFCC and get benefit of Carbon Credit and get more value for stakeholders of the project. For this purpose, Ernst and Young has been retained as consultant and stakeholder meeting conducted on 31st August 2007. Preparation of final “Project Design Document (PDD)” is under preparation for submission to the Ministry of Environment and Forests’ (MoEF) for “Host Country Approval”.
Gujarat State Petronet Limited (GSPL) is also in the process of finalizing the design and project scheduling for laying the gas pipeline up to the Project site.
National Environment Engineering Research Institute (NEERI) has prepared the Environment Impact Assessment (EIA) Report for the project.
Ministry of Environment and Forests (MoEF) has provided the “Environmental Clearance” for the project on January 28, 2008 (Letter No: J-13011/55/2007-IA-II (T).
Gujarat Maritime Board (GMB) has already given approval for seawater drawl.
Airport Authority of India has already given NOC required for the project.
“Consent to Establish” (NOC) has been received from Gujarat Pollution Control Board (GPCB).
